Selection, Composition and Terms of Reference
The members of the Editorial Board shall be selected and recommended by the DREAM Team, Team Leader and shall be approved by the Schools Division Superintendent (SDS). It shall be headed by the Editor-in-Chief and shall be composed of Associate Editors and Editorial Assistants. Circulation managers and layout artists shall also be selected. The SDS, CID and SGOD Focal Persons shall serve as consultants. Their respective functions are as follows:
Editor-in-Chief
1. Responsible in planning, coordinating and final editing content for the I DREAM Research Journal.
2. Makes final decisions on content of journal for publication.
3. Oversees a team of writers, associate editors, editorial assistants, layout artists, typesetters and conduct meetings with them to discuss plans, identify problem areas and resolve issues.
4. Discusses and communicates with writers to make changes to style, content and organization of material to produce a scholarly work.
5. Appraises the entire review process, making sure that all revisions suggested by referees have been addressed.
6. Ensures that the entire publication is properly laid out and full by conducting a final review before sending the publication to print.
7. Confers and liaises with senior management on issues raising from published journal.
Associate Editor
1. Assists Editor-in-Chief in the selection and planning of content of the journal, setting yearly objectives for review and publication.
2. Encourages submission of scholarly crafted manuscript by personally recruiting authors and contributors.
3. Appraises the review of suitable papers endorsed by Editor-in-Chief for first level of evaluation according to functional and methodological content and make recommendations on rejections, acceptances, revisions and requests for resubmission.
4. Checks on the details and specifications to ensure that contents conform to the journal's established standards.
5. Proofreads revised papers to guarantee adherence to quality standards.
Editorial Assistant
1. Supports senior editors (Editor-in-Chief and Associate Editors) in all aspects of the publishing process.
2. Performs all administrative tasks and clerical duties.
3. Generates monthly manuscript status reports and monitors the progress of writers, layout artists, and production staff and reports it to the senior editorial staff. Track compliance of all timeframe set for the reviewers and authors.
4. Coordinates with author on the paper's content and revisions as required.
5. Transcribes journal-related meetings and notes from Editor-In-Chief.
6. Proofreads and corrects all manuscripts and other written materials and recommends corrections as required. Detects errors in spelling, punctuation and syntax. Verifies facts, dates and statistics using standard reference sources.
7. Processes copyright transfers and other forms and files during the review phase as well as reprint or reuse permission requests.
Layout Artist
1. Oversees the entire distribution process, promotions and subscriptions of the I DREAM Research Journal.
2. Coordinates with editorial staff to finalize master copies of journal for distribution.
3. Maintains circulation database and creates mail and distribution strategies to provide timely distribution and responses to clients.
4. Responsible for increasing the subscription base of the journal by devising and implementing various promotional activities.
5. Analyzes client and recipient responses before and after mailings and accordingly plans circulation strategies.
6. Prepares reports on circulation status for editorial board meetings.
7. Assists in journal's budget preparation and expense management activities to achieve cost-effectiveness.
Incentive
1. Responsible for the overall visual look of refereed journal. Arranges text and images to create a pleasing layout for readers.
2. Develops layouts and InDesign suitable for the journal.
3. Prepares layout templates.
4. Develops and presents mock-up journal.
5. Assists in the orderliness of the unit's file organization and databases.
6. Assists in crafting presentations and promotions paraphernalia.
Incentive
Each member of the editorial board shall be given certificate of recognition to acknowledge invaluable service/s rendered.
D. External Reviewers
Selection and Terms of Reference
The editor shall prepare a shortlist of prospective referees from selected state and private universities and colleges, as well as other line agencies and have this approved by the SDS upon recommendation and approval. The identified individuals shall then be formally invited to become reviewers for the I DREAM Research Journal.
The peer reviewer group shall consist of experts in different fields of specialization and their functions are as follows:
● Informs editor on receipt of article/manuscript for review.
• Reviews and critiques article/manuscript received. The number of review requests varies according to submission number.
• Provides suggestions and comments for the improvement of the manuscript or article and assess manuscript quality according to established criteria.
• Makes recommendation of the manuscript or article as accepted, accepted with minor revision, reconsidered after major revision or rejected.
• Returns article/manuscript reviewed together with accomplished reviewer's forms within the timeframe set by the Editor.
• Must maintain anonymity and confidentiality in the review process.
Incentives
An incentive of Php 2,000 shall be given per reviewer for every three manuscripts reviewed, regardless if it is accepted or rejected for publication. In addition, the following forms of incentives could be awarded to reviewers to recognize their efforts:
• Certificates of recognition and other similar documents that could be used for the regular evaluation or assessment for promotional rankings in their respective institutions;
• Invitation to exclusive Division events, such as the annual Teachers’ Congress, anniversary and Christmas celebrations and annual in-house reviews;
• Referrals for consultancy work for Division clients; and
• Performance of the reviewers could be evaluated and those with exemplary performance may be recognized by the Division.
